District Attorney Hoovler Announces Indictment in New Windsor Domestic Violence Stabbing Case

Khiyan Bascus was Arraigned on Charges Including Attempted Murder in the Second Degree

Orange County District Attorney David M. Hoovler announced that on Tuesday, January 21, 2025, Khiyan Bascus, age 22, of New Windsor, was arraigned in Orange County Court on an indictment charging Attempted Murder in the Second Degree, Attempted Assault in the First Degree, Assault in the Second Degree and two counts of Tampering with Physical Evidence.  He was remanded back to Orange County Jail in lieu of $125,000 cash bail, or $225,000 fully secured bond or $750,000partially secured bond and is next scheduled for a conference on March 25, 2025.

As alleged in documents filed and statements made in court, on January 2, 2025 at approximately 9:10 a.m. in a residence in the Town of New Windsor, a relative of Bascus was asleep until awoken by Bascus stabbing him multiple times with multiple knives without provocation.  The victim sustained stab wounds to the face and chest and required surgery for his injuries.  After the stabbing, Bascus fled the residence and was found by police in the backyard of a nearby home with blood on his hands.  A knife and clothing believed to have been used during the attack were recovered from an area Bascus was believed to have thrown them.

District Attorney Hoovler thanked the Town of New Windsor Police Department for their investigation which led to the arrest of the defendant.  District Attorney Hoovler also thanked the New York State Police for assisting during the apprehension of the defendant.

“The unprovoked violence allegedly perpetrated in this case is terrifying,” said District Attorney David M. Hoovler. “Domestic violence has life-changing consequences for victims such as the one in this case and I commend the Town of New Windsor Police Department for their prompt and thorough response.   I urge all victims of domestic violence to come forward and to know that there are resources and support available to them from my Office and agencies such as Fearless! Hudson Valley.  The prosecution of violent felonies will continue to be an essentialpriority of my Office.”

The case is being prosecuted by Senior Assistant District Attorney Nicholas Mangold.

This criminal charge is merely an allegation that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.
